When I did this, I found that the nuts were lined with a little bit of rubber so that they would hang on to the bolts. When I first tried, I screwed the nuts on as much as I could and tried to mount it but the bolts kept popping off.
What actually worked for me was screwing the nuts on only about an 1/8 or 1/4 of an inch. This way I could put the cage close enough to the holes to get one of the bolts on without popping out the other.
