There is math to describe what's going on here - TTY is based on a known value. What that value is for the head bolt material and thread length is probably not known to a large number of people, however.
You could probably get bloody close to it with a beam-type torque wrench and a torque angle gauge using a junkyard car as a model. Put the angle gauge on the bolt, the torque wrench on the gauge, and put force on it until you get a degree of movement. At that point, you will know fairly accurately the torque value of a bolt, and you can test on your head. It wouldn't be perfect since torque wrenches aren't super accurate (which is why the 1/4 turn) but at this point, what can it hurt? :)
