As long as the total diameter of the new tire/wheel combo is relatively close to the OEM wheel/tire combo, the effect will be negligible--generally +/- 1 - 2 miles per hour.
If you run a lower-profile tire to avoid rubbing (like a 45-series) then the effect will be greater.
The tire size calculator Larry posted is a pretty good guide. The same one is on Miata.net. It will show you the MPH differential for various tire sizes compared to OEM. Generally, stock is 185/65/15. The width of the new wheels will come into play some too. If you run a 195 vs a 205 on the wider wheel, the 195 will usually be a tad squatter as it spreads more. It would be nice to have a calculator that took that dimension into account as well.
