For the 86 8V CIS with lambda....
If the car starts up fine and you are not accelerating (driving when cold, then thermo time switch is probably not the cause. It is continuously active only during up to 9 seconds of cranking and pulsing on/off during acceleration up to 2 minutes after starting. For the 86, the ECM should be locked at 60/40% frequency valve enrichment during engine warmup to 45C as measured by a 45C temperature switch on the thermosat housing. The switch is normally closed and opens above 45C. It electrically connects terminal X1 of the blue deceleration relay 8599425 to the chassis ground. Terminal X1 also has a wire from pin 11 of the ECM, which if grounded, locks the ECM at 60/40% enrichment, i.e no lambda control until the O2 sensor was warmed up and functioning properly. The deceleration relay will also lock the ECM at 60/40% but only during rapid deceleration from above 1375 rpm to closed throttle position to prevent engine run away with a manual transmission. I would check the function of the 45C temperature switch to make sure that it is trying to keep the ECM from controlling while the engine is cold.
