If they used the 3m spray adhesive, I can't imagine it matters much. The stuff is designed to stick non-porous materials like formica...
Does the primer really give it much extra strength? I would have thought fibreglass or epoxy would be better in that regard, though that would reduce the sound absorbing properties significantly I would think... I did do a bunch of fibreglass repair on one of ours that was broken in 6 places (using bondo hair also). 2 years now + it's holding up well... I don't think I did much to reinforce the one in the other car when I did it - the board in that was in perfect shape...
