The big problem is arcing at the switch contacts, which happens EVERY single time a switch is actuated. Over time it burns pits into the metal, and carbon and other crud from the grease etc get on there too, and contacts stop carrying enough current.
Nonetheless Dref's "wee gray pins" are important and may be part of the cause. They are spring loaded tippers for the brass contacts. It's important that they be free so they make quick contacts or breaks from contact, and hold the contacts firmly together. But every switch I've had apart, no matter how old, has some of the original grease still on those and I haven't noticed signs of wear there. There seems to be plenty of material and spring travel to outlive many lifetimes of contact points.
It is a good idea to make sure those pins are sliding in and out freely at reassembly, oil them or re-grease with silicone greas, and to put a small daub of silicone grease on their tips as well.
There is a natural logic to which rockers go where in the switchpack, and pondering enough you can figure it out. Obviously don't do it wrong and don't reconnect if there's any question of having them right. That photo looks to me as if it shows proper reassembly pretty clearly.
