Who did tune up ? This car has the EZK ignition and I believe that an incorrect base setting can give incorrect timing, or incorrect plugs and/or gap - thus reduced power.
Springs and shocks - not sure what you mean by weak springs - if car seems bouncy then the shocks are not sufficient for the springs. In general Saabs have 'stiffer' springs than many other makes and require a better shock to properly control spring and handling. New shocks that are relatively 'weak' are not good on the c900's.
Motor mounts - the rubber mounts in this model Saab can look OK unless you know what to look for - rubber interior of the mount supports a metal sleeve that the bolt passes thru - there should be a void in the rubber under the bolt - if not the rubber is failing and the mounting is sagging and allowing the mounting to rest on the bottom of the mount and allowing transfer of vibrations to the chassis. Make sure to check all three mounts ? I believe '89 may have the hydraulic mounts - I think switching back and forth between cars will make the '86 seem to have much more vibration.
'86 900 suspension is same as all c900's with exception of addition of sway bars, first in the '86 turbo cars - and by '89 I beleive all c900 models had sway bars.
Cruise cancel when hitting brake is by switch on the brake pedal arm, and it can be adjusted to function properly. It can be adjusted too tightly and not allow cruise to work at all.
I have an '86 900S - if twin cam yours would be an 'S', and it is very responsive - in lower speed 'round-town' driving it feels quicker than the '86 turbo.
If auto trans ?? there may be trans shifting issues that would cause driving issues.
