You've got all of the right components, so that's good. 1/4 yellow is pretty much base boost, so something is making the APC think that there's knock or a reason to go into base boost.

Here's my experience:
My '89 SPG had a base boost issue for a year or two after I got it. I tried all of the usual diagnostics and parts swaps, including knock sensor, APC solenoid, vacuum hoses, with no success. Then I said, "What the heck, I'll swap in a used APC box." Voila, instant boost. There were probably some solder joints in the original APC box that cracked.
The APC solenoid can also be cleaned to make sure that it isn't sticking. You can take off the bracket, then unscrew the solenoid from the bracket. Very carefully, use a knife to separate the bottom cover from the rest of the body (it'll snap back together), being mindful not to cut yourself or lose the spring in the unit. I've cleaned them up and lubricated them with triflow.
