I'm not sure of your experience level so I'll go over the whole drill.
The click when you step on the brake is good. I've never seen a clogged cat or muffler on a 900 but is is possible I guess. Well save that as a last resort. I'll assume your car is ildily ok. If not, address that first, proper plugs NGK BCP6 good cap and rotor, hopefully Bougicord wires, no vacuum leaks. If that all checks out, double check all rubber boots from the turbo to the intake manifold. A small tear can release all of your boost to the atmosphere. Make sure the "hooter" valve is good. You have probably checked all of this? Are you sure the wastgate isn't stuck? They have a bad habit of rusting onto the actuator rod. You should be able to pressurize the "W" line with 5-10 lbs of pressure and feel the wastgate open. You could also grab the actuator arm and pull it towards the battery with a pliers to be sure it isn't stuck. (or disconnected). If it's disconnected, there's a small hole in the pin on the wastgate for a spring pin or cotter pin once you reattach it. Retry drive test with "w" line still off. Any boost? Yes? Reattach "W" line and drive test. Any boost? Yes, go get a beer. If not, Borrow a known good apc box and test drive. Any difference? Yes, you're done. No, remove the intake pipe from the air mass meter to the turbo to have a look see. After the engine is cold, reach your fingertips into the inlet side of the turbo and make sure the turbine wheel spins freely. Also note side to side play. There shouldn't really be any side play but if there was too much you could use your car as a mosquito fogger so you would probably know that might be a problem. If the turbine wheel doesn't turn or is hard to turn, the turbo is bad. If it seems ok, reassemble everything and loosen the connection from the exhaust pipe to the cat alot. You just want the nuts barely started to keep the cat and rest of exhaust from getting ripped off. Drive again. Any boost? Yes, I guess something is clogged, cat or muffler. Good luck!
