You answered the location and mechanics question already before my post, so ignore that part of the prior one.
Have you or anyone replaced the fuel filter during this time of poor running? That's a possibility, it's old and clogged. Also, things like plugs, wires, cap & rotor can be suspect for poor running if those haven't been done in a couple or few years.
I suppose timing could be another reason for poor running and fuel economy as well.
None of these things deal with the bad pumps / relays, but it seems a bit odd that in 3 years you've been able to get 3 wonky pumps AND relays. Or are the various mechanics saying they're burned out?
