My 91 vert had the bad ground problem. The ground for the tail lights is the black wire that runs from a ground screw on the underfloor support in the trunk to a pin on the driver's side light. From that same pin in the connector another blk wire supplies the passenger side light. My problem was at that pin. I snipped both wires from the pin connector. Then I drilled a hole in the circuit board on the ground circuit and used a brass screw w / nuts to make a post. Of course you have to remove the circuit board to do this. I then crimped "eye" connectors to the ends of the two black ground wires and mounted them on the post. Works great.
