Let me try these Q's.
1. Forgot how exactly it works, but the square switch block towards left under passengers seat will select "valet" parking situation. It makes it so no one can get into the trunk even with a key, and I think it does something with the central locking switch near the rear of the center console, also. If you need more info, I can go experiment with my 1994 TC, but I never use it, and have forgotten exactly how it works.
2. Yes - the cable housing breakage is the problem. See #3.
3. I believe the cable sheaths you need for fixing #2 are in the power seat lower area. Don't throw those parts away! But other than the cable housings, I don't think the seat bottoms are problematic.
