On 88-90 cars the brake fluid light can come on if there's a power problem to the instrument lighting, which could be a sign of a an electrical problem somewhere that's related to your running problem. The "lights test" function for the Park Brake and Brake Fluid lights on a '90 works by grounding those two lights through other bulbs in the cluster when the key is first turned, then this path is removed when the key is turned to "on" and the ignition switch relay is energized, providing power to those other bulbs. If this were the mechanism, though, the Park Brake light should come on too, assuming it's working. See page 371-46 in Bentley, and note the two diodes on these lights that provide an alternative path to ground for those lights through the bulbs on the other side.
Could be a total longshot, and your brake fluid light is just a coincidence, but it's worth keeping in mind.
