It sounds like you're looking at the correct switch (on the left side of the shifter housing). The switch on the gearbox is for the upshift light, and isn't involved in the backup lights.
You don't say whether you have an automatic or manual transmission, and the switches are different, but in the same area (at the shifter).
I'm not sure I understand the troubleshooting method you describe. Did you disconnect the wires (white and blue/white) from the switch and connect them directly together with a jumper (bypassing the switch)? If you did this with the ignition in "Run", and you verified there is 12V at the jumpered connection, the lights should come on. If they don't, you have an electrical fault downstream of the switch (e.g. broken wire) or no good bulbs. If this is the case I'm afraid you're going to have to chase the wires and find out where the fault is. The juice goes directly from the switch to the bulbs (no relays or other switches), but at some point it splits and goes to the front lights circuit and rear lights circuit separately, so if both are affected the problem would be upstream of the split. It may be that the split is right at the switch, which would of course implicate the switch.
Another thing I would do is check for continuity through the switch with an ohmmeter (do this with the wires disconnected) in reverse.
