The wires are called listing and they are fished through a fabric channel. The channel is just a folded over piece of sturdy fabric. I have done a few of these repairs over the years and it is easy, but time consuming. The repairs I made always had the wire hooks which can be fed through the foam by using a long piece of wire. After the hook is in place, snip the wire. If you only have the strings, then you might try using long tie wraps to pull the seat cover down into the foam and give it a contoured shape.
