Another thing that will probably help your NOX numbers is to make sure that all of your vacuum hoses are good and that the rubber bushings that hold vacuum nipples into the intake manifold and valve cover are tight. Replace hoses that are split or loose and bushings that are loose enough so the vacuum nipples pull out easily.
My '89 blew the initial emissions test on high NOX last year. The probable cause was a leaky, oil-deteriorated bushing on the brake booster line that caused a massive vacuum leak - big enough that, at idle, the boost gauge read almost atmospheric. Fixed that and a few other items and passed the test with wide margins.
