It's been awhile since futzing with a Kjet system but I remember the fuel accumulator as playing an role in maintaining fuel pressure when the car is switched off.
Though it might play a bigger role when the car is warm, not cold. I forget.
Re-reading your post, I'm drifting towards the warmup regulator. There was a quick and dirty trick to "adjust" the warmup regulator involving a small bolt with two nuts threaded onto the end. You would essentially use the nuts to dial in a precise (and small) length on the bolt end to use as a punch when tapped against the small piston on the regulator. An adjustment of something like 1 or 2mm max would often make a big improvement in the startup performance. And in worst-case scenario, you could remove the warm-up regulator, take it apart and tap the piston back out if you applied too much gorilla force.
I'd start with a pressure gauge mounted into the system to give you some data.
