Carefully follow the trail left by the coolant. I think I see coolant residue in the black shroud. It looks like it located just under junction point where the brass tubes enter the finned core. I don't remember seeing coolant there when my valves have leaked.
Another thought is to pressure test the heater core. Around here a radiator shop will pressure test a heater core in their tank. It would be worth it to be sure the core is OK before reinstalling. As Saabu2 says it's a miserable job. Don't need to do it twice.
