Good chance that it's the master cylinder that needs a rebuild.
The symptoms you describe are similar to what I experienced with my '89 prior to rebuilding the master cylinder.
It's a possibility that, besides worn seals, the spring inside the master cylinder is broken. That, coupled with a ring of hardened brake fluid around the pedal end of the cylinder, prevent the piston from fully retracting and replenishing fluid that oozes back from the worn seals on the piston.
Rebuilding it is fairly simple, once you get it out of the car.
