Squealing...then broken belts...again

For the past year there has been an intermittent squeal at idle. It always goes away so i never did anything about it. Yesterday the squealing at idle did not go away and it continued to squeal on the highway. A few minutes later, one alternator belt broke. This same situation happened about a year ago and all the belts broke.

The alternator doesn't shake very much when the engine is running.

Very little play in the water pump pulley

Is it safe to say the crank pulley is the problem? Should I replace the water pump while i'm at it?
