Having just rebuilt two 1989 pumps, I don't want to be an expert on this, but some of your symptoms almost sound like the battery is out of juice. You might make sure you have a hot battery before you go into this further. I recall several posts about similar problems that turned out to be a nearly dead battery. Perhaps someone already mentioned that.
Also, there is a pre pump that may have failed. You have to pull out the pump assembly, and replace one or both components anyway as the pump assembly isn't available - at least I couldn't find one, so I set up to build two of them with parts from eeuroparts. The first one worked great -- the surging idle was all the sudden now solid, and the tommyknocker noise inside the tank was gone. Funny that the darn thing ran but just had a slightly rough idle. It was the noise that made me decide to change it out. I knew it was on the last leg......
Just FYI, if you need to replace the filter in the bottom of the pump reservoir, Rock Auto lists them, but they are too big. I found the right one at NAPA, but the darn thing was $31. So, adding up all the piece parts to build a pump, I think I had over $300 invested.
