The ignition lock relay is the thing that powers all ignition switched electrics in the car... "Ignition lock" makes it sound special, but it really isn't aside from its amp rating. It really can't be responsible for anything except a) failing to power switched electrics, or b) failing to de-power switched electrics. It wouldn't be responsible for weird electrical things happening.
