Or, conversely, check the base boost setting first -- I've seen base boost down to 3 psi and then the total pressure even with proper APC function only at 6 psi which would be base boost. That would equate to approximately the mid range you are seeing on your boost gauge.
If you have a base boost of 3, then set it at 6. It's trial and trial again until you get it. And, it is a knucklebuster of a job -- in particular if you have a rusty joint on the wastegate arm. Read the Bentley procedure, follow what it says, and at least you'll get base boost.
Then, you'll know more about your system health, and able to get it charging up to the correct pressure. Let us know what your base boost setting turns out to be.
