Yes, they go out in parking lights position also. And, yes, we did put the foglights in and this has been the problem since installation - since we've owned the car it didn't have any. Wires, switch and relay were in there but brackets and lights weren't, so most likely they were never installed on the car. Although, I thought they were standard on the turbos in '88. I originally thought that maybe the wires weren't correct on the headlight switch but I checked and all the wires are in the correct places.
The headlights were just replaced not too long ago and both high beams work correctly. I'm thinking it is looking like the ignition switch also but no other problems showing up from that is strange. I was hoping there was something else other than that because we all know how difficult a job that ignition switch is!
