Once or twice. It's like contact cement, only stronger and black (rather than yellow). Works really well.
You can do it in the car, I suppose (I have), but it's kind of a PITA. I reattached the top section after it came loose. Throw a towel over the upholstery (seat back) an use a couple of bind clips to keep the two halves from touching one another while the glue sets up.
You have to keep getting in and out of the car as you do this and move quickly. Block the top from fully closing (creating slack to work with) by lodging a stick between the dashboard and the edge of the roof while you mate the two pieces.
If it is as bad as is sounds, I'd take turbocon's advice and take it out of the car to work on. It's really not that big a deal to remove it.
