if you have an original cat and no heat shield, you have a safety hazard and you need to replace the heat shield. Unfortunately, I think that was a discontinued part, so if you can find one, buy it! The heat shield is less critical with an aftermarket cat that has an integrated heat shield... in fact in some cases it can be a nuisance - eg I have a bosal that was so wide that it was nearly impossible to fit in there without rattles.
I would at least make some kind of shield out of galvanized steel and screw to whatever is left of the old shield. Proper installation of an OEM shield requires significant interior removal to get to the front screw and many weld a nut in there to simplify future replacements!
(I'm in the middle of an exhaust system replacement on our 1989, that needed a heat shield, and then needed all the floors to be repaired... so I'm in the middle of the POR15 process!! what a mess!!)
