Fuel sender re-assembly question

So I got around to fishing out the pieces of my fuel sender in hopes of rebuilding it and reinforcing it with rivets.
I can see where the 2 blue wires go but do not know what to do with the metal strip shaped like an upside down "T".
Is it supposed to be soldered to the center post? Just make contact with it?
If you know what I am talking about I'd appreciate some advice.
I already looked for a replacement in the junkyard with no luck.
