This is probably the way it was supposed to work on that car for that year, in that market. The alarm is only peripherally part of the situation. Saab equipped most US-destined CVs with the Alpine alarm system. But it wasn't straight away that they installed "keyless entry". On earlier CVs, the alarm fob only armed or disarmed the alarm, it had nothing to do with the locks.
Someplace along the line, Saab must have gotten customer feedback asking for "keyless entry", so the alarm system was modified to also pulse the central locking motors.
On the C900, with the original central locking, you either had a "switch" or a "motor" in the door. The "Switch" was installed in the driver's door, whether that door is the left or right depends on the market. The "motor" went in all the other doors. You could have one or the other, but not both. Interestingly, I've heard that Mercedes used a similar setup, however, the "switch" was on the front passenger door. I suppose they figured a gentleman would open the door for his lady first...
Obviously, with this arrangement, "keyless entry" won't work, since all the doors except the driver door would open. So, by installing a "motor" at the driver door, keyless entry works as designed.
So, on a C900, with original parts, you can have EITHER keyless entry OR classic central locking, but not both...
