cap rotor plugs and wires you can do in your driveway for <$100 using bosch cap and rotor, ngk plugs and bougiecords... all should be available within 24hrs from eeuroparts. basic maintenance.
Do the rack and oil pump/harmonic balancer when the engine + tranny are out. Much easier. Rebuilt rack is maybe $200? Just a guess - I haven't priced them in a while.
This will cost because of the tranny, especially if you can not do the work yourself. $3k is probably mostly time (it's going to hog a bay for 2 days). Other than that it is not the end of the world.
The main question to ask (in terms of restoration-worthiness) is what is the condition of the body? How much rust? check under the carpets for holes in the floor etc. fenders, etc also. If the car is not rotting to pieces, imho it is worth fixing, especially if it is a turbo. These cars are going up in value. If it is a grocery getter NA that is full of rust, sort out a way to get it to a SAAB guy for parts... whether that is your indy or someone else who might give you a few $$ for it. If you have other saabs, your indy might do you favours in the future in return for just signing it over (ie it's an investment in goodwill)... you'd know better than I on that, but my indy tends to work that way. He's saved my butt several times and I really appreciate it!
