I don't think California is too concerned about making things easy for older-car owners like us c900 people. In fact, they've been constricting the allowable numbers in the state emissions test. I think they'd prefer us to buy new (cleaner-burning) vehicles.
On my most recent test, the station operator claimed that the last decade of improvement in local air quality (I'm in Los Angeles) was a result of California's stringent emissions requirements on all cars, including the old ones.
I didn't want to argue but in my mind I was thinking, "Cars play a role in affecting air quality but how about trucks? And local industry and manufacturing? And all those ships down in the port?" I get bent out of shape when I think about it too much.
I want my 900 to burn cleanly and properly but I chafe when the engine system is held to medical-lab standards of precision while different standards exist for other sources of pollution.
I think about his while commuting behind a heavy-particulate-belching city school bus.
We're caught between big politics and big money.
