The headlight relay is the big double wide relay in the fusebox. Testing the relay itself would be pretty complicated but you can easily test all the terminal sockets for it in the fusebox and if they all test good then you can suspect the relay OR you can just get a known good relay and see if it solves the problem (that's the more common approach). If this is a California market car then it would have daytime running lights and the problem could be a worn out ignition switch so we need to know whether it's a CA model before going much farther with diagnostics. Check that and also see if there is a relay in the corner of the fusebox next to the big headlight relay. That will be the daytime running lights relay. You could pull that one out and see if the problem is solved but you'll probably still have a defective ignition switch.
