Hello, Sounds like the accumulator may be failing it keeps pressure in the system and is the reason the peddle is very hard at first stop until the lights go out. I guess it could also be the pressure sensor not turning on the pump or the pump beginning to fail. Or it could be the relays failing. There is a way to flash codes on this abs system but I don't have the book handy at the moment. I think if you post this question on the 900 board you will get lots of information. I know accumulator can be found at eeuroparts. Try this quick test to see if some components are working.
With the car off pump the brake pedal 10 to 15 times. Then turn the key to run but don't start the engine. You should hear the pump running at this time. If you don't check the fuses by the power steering pump reservoir. Also try tapping on the relays there they are another possibility. After your light goes out start the car and press the brake pedal and hold it. If the light comes on after a short time it is most likely the accumulator. Good Luck, Bernie at George Riggin Specialty Automotive
