One of three things has happened. Either the caliper is seized on the sliding pins, the piston is corroded and stuck, or the new pads are binding in the caliper.
You will need to check the sliding pins. Clean and relube them and the holes they run in.
If that does not fix the issue, you could rebuild the caliper, but most people just buy a rebuilt caliper. They are not that expensive.
Also, where one side has failed, the other side is usually not too far behind.
