Yeah, both calipers need to be fitted with the cable. What your looking at is normal when the cable has come off the caliper and the emergency brake is pulled up. The cable gets pulled into the guts of the car and leaves nothing to reattach it to the caliper.
Make sure the emergency brake handle is down and get a pliers and pull on the end of the cable at the caliper. Pulling on the cable will give you a few inches to reattach the cable to the caliper.
If your rear brakes are locked when the cable is reattached you'll need to adjust the brakes. I hear by driving the car backwards automatically adjusts the brakes but I never did it. Using the torque set I believe its a t25 to set the caliper. With the wheel in the air spin it while twisting the screw in the caliper. Stop twisting the caliper screw just before the wheel locks. A slight brake rub is ok.
(Or was it an allenwrech that fits the caliper screw,.. I do believe it is)
