Basically, you unplug the turbo bybass switch, and read the actual boost (in psi) with a calibrated gauge. Base boost should be about 6 psi. Maximum boost through the APC can be thought of as basically a multiple off that (if your base boost is low, you're never going to hit max). When I set my base boost originally, it was only about 2.5 psi.
Once you know what your base boost is, you let the engine/turbo cool off, remove a small clip from the wastegate actuating rod, and trn the threaded rod until you add or subtract the correct length to get to 6 psi (or 5.8 or whatever it is).
