Seems to me fuel pressure should be between 36-45 psi. If so, the problem is likely a cracked or split plastic fuel line on the high side of the pump INSIDE the fuel tank where fuel sprays right back on itself, hence, lower psi at the rail even though the pump motor is running. Or if the '87's have two pumps and a reservoir (can't remember what year the pumps were changed) the pre-pump may be toasted. Test with start fluid into a vac line for engine throttle response.
