Hot Under The Collar at Highway Speeds

My 85 turbo is getting really hot under the collar when I get it up to 65 mph on the highway. It typically sits between half and 3/4ths on a nice cool day but climbs to 90% when I go faster. The fans turn on at half gauge, as I put in the cooler fan switch not too long ago. Yesterday, I pulled over and with the gauge at 90% I tested the coolant with my finger and it was hot, but I could keep my finger in there. I always found when a car gets really hot its scalding temperature, this wasn't the case.
The pressure in the system was high, as I had to twist the cap on and off as to not let it all blow out the top. This is all very problematic, and with the cooler temperature and high pressure, makes me think it may be a poor circulation problem. I opened the pet-cock and found there wasn't any air in the system. Damn!
I'll go out today and check the belts, and look at the radiator. I'm thinking too about changing the water pump for good measure.
How do you test the temperature gauge?
What else would be worth looking at?
