Original dash is pretty tough and tolerates lots of dust, spilled drinks, etc., and yet cleans up fine. Paint over rubberized undercoating doesn't sound to me very durable.
Also, it cracks because the original skin has lost its plasticizer and become brittle, and has started to SHRINK. That shrinking will still go on underneath that laboriously applied repair. I understand there are special products used, meant to bond and meant to be flexible, but you have to wonder if they'll work and if it's worth the effort.
If I had to have one perfect, I'd fork over the dough for one of the recovering places that strips things down to the steel base, applies foam, and a sheet of some textured vinyl, in a vacuum form made to match the original.
