Fixing the AC may fix the problem of the AC cooling fan not coming on, but a faulty AC system won't prevent the left cooling fan from coming on.

The AC problem could be a variety of things, but the most likely is low freon level.

You can check that the AC cooling fan works by jumpering from pin 1 to pin 2 of the AC fan relay socket. Pin 1 should be energized with the engine running.

If jumpering the coolant temperature switch in the radiator causes the cooling fan relay to activate and turn on the left fan, then it is possible that the switch is faulty. Also, if the coolant is quite low, the sensor won't be immersed in coolant and won't know that the engine is hot. Check that engine coolant is topped up. Also, if the engine doesn't get up to heat, the fan won't come on. If the thermostat is stuck open, that could keep the coolant from getting up to heat.
