Still some in Ontario. There is SAAB Depot in the southern part, and in Gatineau, there is a euro wrecking yard with lots of old saabs. I've passed up early style ecode headlights before, because my cars are the newer style bumper.
Installation of the new ones anyway are plug and play. Much better than the DOT lenses in terms of light and in terms of robustness. Just need to splice in the halogen connectors - $5 at a store or cut a set off a car at the yard - many euro cars have them even if they are missing in the SAAB you find... also don't forget to nab the rubber grommets for the wires and caps for the back.
