Since those are on a long shaft, you could rig up the distributor holding it in a vise, and spin the shaft to see if the weights are moving the plate for the advance. If you can find a way to look inside, then see if the springs are intact and attached --- I have had several that you could look at and see that they aren't functional.
I also have a 1979 turbo 99 dizzy that I was going to use to build another 16V advancing distributor, but haven't gotten round to that.....if you need it to try out another one, let me know. I think it's the same as a 1980
