I'm just guessing here, but from your description of differential heat provided (passenger side >> driver's side) I will suggest that the duct that delivers heat to the driver's side is poorly or entirely disconnected from the heater core itself. The fact that you have heat from one side says to me that upstream hoses are connected properly and the and the heater valve itself is working, so the problem must be downwind of the core.
Unfortunately, that's not an easy hypothesis to test-- you (or your Grand Master Saab mechanic) would have to drop the knee bolster and then remove the heater core cover and I'll bet you a doughnut that that hasn't been done since you had the core replaced. On my '88 900 those ducts were simply friction-fit to the ports coming out of either side of the core heat distribution chamber so it's easy (for me) to see how, perhaps on reassembly, the driver's side hose could have become loose or disconnected.
On the other hand, it might be worth your time to switch the heater hoses that attach to the heater core nipples on the engine side of the firewall. It's easy to install those improperly and yet still get a bit of heat in the cabin due to passive convection alone.
That's all I can offer from distance except, and as you know from experience, when the Saab heater system is working, you could probably cook a holiday ham in the cabin so you've definitely got a problem somewhere. Let us know how this one works out.
