Answering this really late, since I have my driver's seat open and on my kitchen counter right now, so I found this question on a search.
I just checked the wiring diagram in the Bentley manual. The test for continuity should be between the Yellow wire (pin 2) and the black wire (pin 5). I was testing Yellow to Blue too and saw what you saw. Keep in mind you can detach the white 2 pin connection under the seat to see if the setback's heater wire is continuous. Make sure you plug it in before you get to work on the seat bottom pad, as I think it all has to be good before it will test fully continuous.
The blue - black wire connection seems to be a temperature controlled connection of some type. Try hooking up your ohmmeter between blue (pin 1) and black (pin 5) and then cover it with your hand. You'll see the resistance dropping.
I have fixed mine a few times over the past 10 years and the problems have always been broken wire, I expect since you've fixed them too you've had the same experience.
