If the upper radiator hose is hot and the radiator is hot at the top, the thermostat is working and coolant circulating. The lower hose will probably not get hot in the winter in cold climates, especially with a good radiator. If the heat works, the engine isn't overheating, and the upper radiator hose gets hot everything is working. IMHO, an 82C thermostat in a cold climate is probably unnecessary and may contribute to lower fuel economy and increase the risk of carbon deposits and premature cat failure. Based on what you're describing, the car is never actually getting warmed up. I think an 89C (the factory temp) thermostat would serve you better.
