So you peeled back the seat cover and went down from above, and actually unhooked the springs that support the sitter? If so no real suggestions, except the brake pliers or something real strong to pry with, a skinny steel screwdriver maybe. Or, grab onto the springs themselves by locking a vise grips tight onto them and use that for a handle to pull and position the hook with. That's how I deal with brake springs.
If those are the springs you're talking about the wire or coathanger hooks aren't strong enough to work.
I think Tweetie's talking about the S-shaped hooks that attach the horseshoe shaped wire under the seat cover down to the frame, to help give the seat definition. My guess is if you went in from above that wire was ripped right out of the cotton that attached it to the leather, and there's no easy reattaching it without seat restitching. And, removing seat from car and working from below on reinstall. I screwed a cup hook into a piece of dowel to use as a handle to hook those S-hooks.
Pulling the seat out of the car really isn't that much work and would be the way to go if your other side ever lets go. Repair those tubes from the bottom and reinstall the seat.
