I take it you're up on the hill (Munjoy). I live out in Woodfords.
That rust looks pretty serious; might want to join AAA so you aren't tempted to nurse it to wherever you end up getting it fixed.
My favorite Saab guy, attitude-wise, is Chris Jett, ancient garage over off Robinson Street in South Portland, but he's out of town a lot in winter. Call the parts counter at Portland Volvo and they'll know his phone number. Maybe they also could refer you to someone specific who has done the control arm rust repair. I doubt Chris does this work but he might know someone who does. Also Retrospect Saab, off a side road off Rte 202 in East Waterboro, has a fleet of old ones in his field, brother in law of the former Trident Motors Saab indy who still has cars and does some work. Between them they may be able to hook you up with someone.
A good welder who has some of the right gauges of metal around doesn't really need that kit. DougM, who used to post on here a lot, has showed pictures of his own repair work on these mounting points, excellent work, just hand-cut sheet metal.
But if it comes too far apart you might need the kit to give you the correct positions to line things up.
