If as you seem to say half the length of the stud is still sticking out of the manifold casting, then they can pretty surely easily get it out.
They'll drop the header down away, turn a torch on the casting till it glows and either clamp onto the stud and unscrew it, or burn it out with oxygen.
This is the kind of thing they deal with all the time, they can do it so much easier than you and so reliably that it's worth it to pay them. Probably $25 or just to either side of that.
And don't feel bad at admitting defeat. That thing is in there, what with age and repeated heat cycles, tighter than a home mechanic will ever be able to loosen.
It would probably shear off on you flush with the manifold once you clamped Vise Grips tight onto it, or the Vise Grips would start stripping the stud away to a skinny little thing. You could then try drilling it and good luck with getting the hole down the center, you might wind up many hours later with a ruined manifold.
