disconnect the pressure (or vacuum as they mistakenly say) line running from the intake manifold to the passenger compartment and using a syringe (and a T-joint with calibrated or at least trusted pressure gauge, but that's optional) boost it up while measuring the resistance at the APC ECU connector (disconnected from the APC ECU) across pins 10 and 23. It should be around 5 to 13 ohms at atmospheric and should gradually change (I don't really remember whether it should increase or decrease, I traded it for T5 years ago) as you boost it up. If it doesn't then the pressure transducer (or the wiring to/from it) is faulty. Plug the connector back to the ECU and turn on the ignition and check the voltage across those 10/23 pins to swing as you again boost that rubber hose up and down. If it doesn't then the ECU is faulty.
And check that three-nippled coffee-white hockey puck which is accidently called APC solenoid to hold the pressure (or vacuum if you don't have a syringe and use your mouth and the suck-method) across the waste-gate nipple and atmospheric one when de-energized and across the waste-gate/compressor ones when energized. Remember that this thing isn't designed to be run on a DC supply and that you'll kill it if you apply 12V across its terminals for more than 1-2 mississippies.
My bet goes for the APC solenoid being an old fart and which no longer copes with the boost pressures. But even if you start with the APC solenoid test first and it fails it, don't skip the pressure transducer test. These boys are not designed to run forever (they are of mechanical type, not piezoelectric) and will give you troubles when worn out. See Justin's recent posts on this.
