Cruise control is my present project on my 94 C900 CE. Once you have the vacuum issue under control, it's time for the electrical issues. I have the speed transmitter, ECU, relay, etc. The Bentley Manual tells me to remove the left speaker grill to access the speed transmitter. My "shift up" light has not worked, since I purchased the Saab. I never connected that annoying Saab feature with my cruise control problems. My Saab tech informs me I must remove the dash & knee bolster in order to get to the ECU and relay. I think I have a problem with the "set" button on the cruise control lever. I've danced around your question, but I'm just not sure how to test the speed transmitter without the other components. I'm not ready to open up my dash to find out.......good luck
