For those of us who still have to submit to these trying, expensive and frustrating tests, our '91 Monte Carlo SE vert restoration project just got legal yesterday after 6-months of refurbishing. Used the same procedure as I posted a year or more ago.
1) Pressurize intake system with exhaust side of shop vac and spray with soapy water and check/seal any leaks including vacuum lines.
2) Pressurize exhaust system with shop vac at tailpipe and check/seal all connections - use Wurth exhaust system assembly paste. Another company seems to have bought them out but the same stuff is readily available at most Napa or O'reilly stores. Apply it liberally to any leaking connections around the manifold to turbo, O2 sensor elbow, downpipe and Cat. Make sure the stuff sets for 2-4 hours (or overnight) before you run it. Your car will not pass due to high NOX if you have leaks here.
3) Sea Foam the engine - be ready for extreme smoke from the tailpipe for a few minutes afterwards. Great for mosquito abatement!
4) Full tune-up with new NGK's, Bougies, Bosch Cap and Rotor
5) Set timing to 15˚ BTDC with vacuum line to dizzy removed and sealed. Retarded will drop the NOX but raise the other numbers which is not a problem if your engine and FI system are in decent condition. You are allowed ±1˚ so why not use it? Set it back after the test to what ever you prefer for performance.
6) Check O2 sensor voltage and replace if it is doubtful.
7) Run a tank of gas through it with mostly highway driving with Seafoam or Techron, etc.
7) High temps reduce your chance of success so replace the radiator fan switch with the 82˚ option (at least for the test) to keep it cool while the smog tech is doing his thing and the car is just sitting there idling and getting hot.
8) Try to have the test done in cool climate conditions like early in the morning.
9) If your c900 still fails after all this due to high NOX, you probably need a new Cat which will knock the numbers down drastically. If you do get a new Cat, run it hard to get it hot a day or so before testing to make sure it gets a good initial burn going.
